SENATE CONCURRENT RESOLUTION NO. 3

Commemorating the passing of the Honorable Noah E. Floyd, former educator, salesman and legislator.

Whereas, The Honorable Noah E. Floyd of Williamson, Mingo County, West Virginia, was born June 10, 1917, at Chattaroy, Mingo County, the son of W. T. and Lille (Adair) Floyd; and
Whereas, The Honorable Noah E. Floyd received his education in public schools and received a B. S. degree from Glenville State College and a M. A. from Marshall University; and
Whereas, The Honorable Noah E. Floyd was married January 27, 1937, to Thelma Farley and was the father of three children: Janith Sue (deceased), Patricia Jane Staker and Alana Jean Mearns; and
Whereas, The Honorable Noah E. Floyd was engaged in education for twenty-two years as a school principal and assistant superintendent of Mingo County schools and in more recent years as an employee of Bell and Howell Co. He was a Baptist and
a veteran of World War II; and
Whereas, The Honorable Noah E. Floyd served many years as chairman of Mingo County's Democratic Executive Committee; and
Whereas, The Honorable Noah E. Floyd was first elected to the House of Delegates in 1954 having served for eight yearsbefore being elected to the Senate in 1962, representing the Sixth District and reelected in 1966. As a member of the House of Delegates, he served as chairman of the House Education committee and as a member of the Senate served as chairman of the Senate Elections committee; therefore, be it
Resolved by the Legislature of West Virginia:
That the members of the West Virginia Legislature hereby express their sadness at the passing of the Honorable Noah E. Floyd and extend their sympathy to the members of the Floyd family; and, be it
Further Resolved, That the Clerk of the Senate is hereby directed to the forward a copy of this resolution to the family of Noah E. Floyd.
